Terms of Reference (ToR) for Technical Support Consultants 

Background: 

The Asfari Foundation provides Performance Excellence Grants to organisations operating within and for the Levant region. In 2024, the Asfari Foundation will support a cohort of 30 organisations in three different cohorts spread across the year. The performance excellence areas this grant focuses on are the following: 

  • Strengthening Governance Structure 

  • Strengthening Human Resources Management, Staff Development, and Wellbeing 

  • Strengthening Financial Management 

  • Strengthening Programme Development and Management Practices 

  • Strengthening Fundraising and Sustainability Efforts 

  • Strengthening Research and Advocacy Management and Impact 

  • Strengthening Communication and Digital Infrastructure 

  • Strengthening Monitoring, Evaluation, Accountability, and Learning Practices 

  • Strengthening Innovation and Exploration of Alternative Solutions 

As part of this initiative, the Foundation seeks to engage consultants or a group to provide technical support to grant recipients in implementing improvements within their organisations. This support aims to address specific needs identified by the organisations and further their capacity-building efforts. 

Objectives: 

The primary objectives of this consultancy are: 

  • To validate the organisational needs and challenges of up to 30 Performance Excellence Grant recipients. 

  • To conduct and facilitate four coaching sessions for each organisation aimed at guiding and assisting them in implementing identified improvements. 

  • To collaborate with the Asfari Foundation in the reporting process and program development related to the Performance Excellence Grants. 

Scope of Work: 

The scope of work for the technical support consultancy includes: 

  • Needs Validation: 

    Reviewing the organisational needs identified by up to 30 Performance Excellence Grant recipients. 

    Engaging with the organisations to validate and refine these needs through interviews, surveys, or meetings as deemed necessary. 

  • Coaching Sessions: 

    Facilitating a total of four coaching sessions for each of the up to 30 recipient organisations. 

    Providing guidance, expertise, and mentorship to support the implementation of improvements based on the organisations' identified needs. 

  • Collaboration with the Foundation: 

    Working closely with the Asfari Foundation to provide updates on the progress of the coaching sessions. 

    Collaborating in the reporting process by contributing insights, outcomes, and recommendations for future program developments. 

 Deliverables: 

  • 30 validation sessions with the grantees spread over a year. 

  • 120 coaching sessions with the grantees spread over two years. 

  • Reporting requirements: 

  • An initial report summarising the organisational needs validations and challenges identified by both the organisations and the consultants. 

  • Two brief follow up reports on monitoring and evaluation of service provided to the organisations through surveys, interviews and check in meetings. 

  • A final detailed report outlining the outcome of the coaching sessions conducted with the organisations, including progress, challenges, and recommendations. 

  • Inputs and engagement with the Foundation's on reporting and programmme development initiatives. 

  • Three webinars to discuss nature of your support with selected organisations.

Duration: 

The consultancy is estimated to span over a period of Two years with an expected commitment of minimum 10 hours per organisation. There is possibility to extend contract based on feedback from supported organisations. 

Qualifications and Requirements: 

  • Demonstrated expertise in providing organisational development support and coaching to non-profit organisations. 

  • Strong communication skills and experience working with diverse teams and stakeholders. 

  • Understanding of the Levant region's socio-political context and the challenges faced by civil society organisations in the area. 

  • Consortiums are welcome to apply if an individual company/group cannot fulfil all performance excellence areas.

  • Individual or company profile highlighting relevant work and experiences 

  • Which areas (listed under background) you will be able to cover  

Proposals:  

Interested consultants or groups are invited to submit a proposal outlining their approach, methodology, previous experience, timeline, and budget for providing the technical support described above, as well as two references, on 29 February 2024 no later than 12:00 GMT (noon).
